How can I determine whether the 16A is using Core Audio Driver or the MOTU driver? So I just double checked on my MOTU 1248... When using the MOTU Driver via USB @ 48kHz, I have full access to all of the 1248's I/O. In my case, 32in and 34out. I have (2) MOTU 8A's connected to the 1248 via ADAT. When using the Core Audio Driver with the same configuration, the I/O drops down to 24...

Most definitely.
USB 2.0 can access the full compliment of I/O on the 16A at 48kHz … but if the Pro Audio Control is only allowing access to 24 I/O it suggests to me that the 16A may have, or is accessing the Core Audio Driver, which is limited to 24 I/O.

The USB is your limitation. Using the Thunderbolt port would give you full access to all available I/O of your 16A. AVB via the Ethernet port would also give you full access to all available I/O.
